the contract stamps the block number of every mint against the minting address. a burn from that address reverts until sixty four blocks have passed. at the chain's cadence that is about six seconds.

the cooldown removes the same block round trip, which is the only way to turn a pressure reading into a risk free extraction: mint low in a quiet block, watch the next block crowd, burn into the higher book. sixty four blocks is long enough that the address must carry the position through pressure it did not choose.
